Job Summary

TOMS is looking for a Trade Compliance Manager to join our Supply Chain team. This position is primarily responsible to provide leadership and expertise in trade compliance for TOMS. This role has direct responsibility for overseeing and ensuring global compliance with import and export laws focusing on North America, Europe, and China. Key responsibilities are in four major areas:
1) Increasing organizational awareness & maintaining a high level of compliance surrounding import and export regulations
2) Functional ownership of TOMS international trade operations focused and continuous improvement of compliance programs, policies, and procedures
3) Implementation of best practices in trade compliance, including ISA and C-TPAT/AEO
4) Ensure compliance with other government agencies including but not limited to the FDA and Department of Fish and Wildlife

Our Trade Compliance Managerwill be capable of independent decision-making and working with limited direction from company leadership.



Essential Responsibilities
!
Subject matter expert on trade / Customs law and regulations enforced by US Customs & other Customs authorities (Europe, Canada, China), Export Administration Regulations, and any other special trade program, as required.

!
Supports, manages & enforces compliance initiatives & implementing policies and procedures to ensure compliance with Customs WTO/WCO guidelines.

!
Manages & develops a robust internal audit process consistent with the US Importer Self-Assessment and Trusted Trader programs, leads TOMS response to external government audits.

!
Monitors quality of import and export entry filings; adjusting transaction value based on analysis of TOMS accounting procedures and regular reviews of dutiable or non-dutiable items; such as assists and royalties, etc.

Directs and oversees the management of HTS codes assignment within TOMS systems and with external parties.

!
Determines labeling and marking requirements and trade & duty saving opportunities for existing and new international markets.

!
Manages compliance training for import, export, and other trade programs (CAFTA, etc.)

!
Responsible for establishing global Supply Chain Security programs such as C-TPAT & AEO.

!
Owns relationship with internal and external customers/vendors, freight forwarders/customs brokers, government agencies and other functional areas to ensure coordination of imports and exports.

!
Takes on leadership roles for various international logistics projects.

!
Keeps abreast of all legislative and regulatory changes.




Requirements and Qualifications
!
Thorough knowledge of and experience with US, Canada, EU and China import and export operations.

!
Technical expertise in trade (import and export) regulations, classifications, valuation, country of origin, duty preference programs, sanctioned party screening and trade restrictions (anti-boycotts).

!
Broad business acumen with a strong emphasis on leadership and teamwork is required, functional emphasis on logistics and tax/accounting is preferred.

!
Excellent analytical, organization skills including ability to collect, structure, analyze and communicate data. Excellent written and verbal communication skills (English). Strong computer skills.

!
A pro-active self-starter who is able to work independently. Ability and desire to work in highly dynamic and changing environment.


Education and Experience
!
Education: BS/BA in Logistics, International Trade, Business or equivalent experience.

!
Experience: Minimum of 7-10 years of international trade and Customs compliance experience or operations.

!
Certifications: Customs Brokers License required (or willingness to pursue).

!
Knowledge / Skills / Ability:
!
Familiar with Customs documentation and import/export experience is a plus.

!
Strong computer skills, including MS excel, access, and SAP.

!
Ability to work both as an individual and in a team environment to resolve issues.

!
Must be well organized, detail-oriented, and multi-task

!
Effective communication as well as good verbiage and writing skill.

!
Footwear experience is preferred.
