This role provides leadership and support to the North American Payroll Operations team, comprised of analysts, specialists and coordinators located in both Portland, OR and Ontario, Canada. The role oversees the day to day operations of Pay & Time procedures. The position will also oversee the functional aspects of supporting systems and solutions and is ultimately a subject matter expert for both US and Canada payroll matters, providing expertise on complex issues in accordance with established policy.

Essential Functions/Responsibilities:
Leads the Payroll Operations team ensuring the harmonization of compliance, productivity, confidentiality and efficiencies. Responsible for timely and accurate processing, delivery and reconciliation of payroll.

Responsible for pre and post payroll auditing procedures and troubleshoots issues and implements corrective actions that eliminate the root cause of issues.

Audits to ensure compliance with relevant reporting standards including taxes, tax filings, garnishments, and interfaces for 401K/Retirement withholdings.

Oversees tax and regulatory reporting, quarter end and year end payroll activities including the production and distribution of all employee tax statement and notifications.

Helps with development, implementation and administration of payroll records, systems, policies and procedures. Advocates continuous process improvement; measures effectiveness of current processes.

Assists to administer Pay and Time and Attendance solutions with upkeep such as pay codes, new tax jurisdictions as well as pay rules and year end accrual balance updates.

Assists in the resolution of complex and escalated payroll issues and situations; makes final determination on these issues.

Helps maintain internal controls and participates in periodic control audits by internal and external partners.


Job Scope:
Job involves recurring work situations with frequent variations from the norm. Job involves a moderate degree of complexity. The incumbent operates from established and well-known procedures but is occasionally required to create and implement new ones. Duties are performed under minimal to no supervision and work is checked on an occasional basis by results and sometimes prior to implementation. Decisions are made within general departmental guidelines.



Education and/or Experience:
5+ years experience with large-company payroll; preferably in an HR environment.
2+ years experience leading/supervising staff required
US and Canadian processing experience required
Working knowledge of federal, state and provincial wage and hour regulations.
Bachelors Degree specializing in HR, Business or related field, OR equivalent work experience in human resources/payroll within a business environment.
Advanced user skills with time and payroll systems, preferably Kronos and ADP
Experience with payroll/financial reporting
Thorough knowledge of Microsoft products, specifically MS Excel and MS Word
