Project Manager

Project Manager independently working to secure U.S. State Department Foreign Service Institute information
systems while liaising with IBM to manage the multi-million dollar creation and implementation of a new education
system. Analyzed and communicated the risks related to their use, processing storage, and transmission of information and data, and systems and processes used for those purposes. Planned, tracked, measured and reported
security assessments and projects on a weekly basis for leadership to ensure all assessments and projects stayed on
schedule within Federal security requirements.

assessments of the severity of weaknesses or deficiencies discovered in the information system and its
environment of operation, recommending corrective actions to address identified vulnerabilities and prepare
security assessment reports containing the results and findings from system security assessments.

satisfaction between various government departments by working with HR, Legal, and Finance, to gather budget,
Privacy Act, and student account information to better customize product outcomes.

Multi-disciplinary analytical Security Specialist working on the Director of National Intelligence and the National
Counterintelligence and Security Center's newly established Continuous Evaluation Program (CEP). Working with data resources on a daily basis such as: Federal Bureau of Investigations records, Lexis Nexis, Credit Bureau Reports,
DoD Drug testing information, and proprietary governmental databases. Performing Quality Assurance assessments
on all Continuous Evaluation Report cases created in military tracking systems, conducting ongoing reviews of Government Employees' eligibility for access to classified information or to hold a sensitive position.
? Exceeded program production standards in reviewing, identifying, and evaluating CEP alerts for presence
or absence of adverse information on a Subject's behavior which is possibly indicative of a potential threat
to National Security, as the highest producing member of my team.
? Successfully engaged and leveraged relationships with counterparts to obtain and disseminate findings with stakeholders throughout the Department of Defense, leading to internal investigations that helped thwart
possible threats and maintain the good standing of the agency throughout the world.

Personnel Security Analyst (Contract)

Hand-selected by the Vice President of my Contract company to work directly for the Deputy Director of the FSI
Executive Office, to establish new office processes and methods for streamlining and improving the daily operations of six divisions under her direction. Worked alongside Subject Matter Experts on process mapping, process
improvement, metrics (formulating and measuring, analyzing), and data analysis. Conducted statistical analysis of
course data required for management direction of current and future programs. Work closely under the direction of the Deputy Director to support contract administration responsibilities.
? Successfully analyzed and evaluated, on a quantitative or qualitative basis, the effectiveness of line program
operations, meeting established monthly goals and objectives, performing above expectations. Assisting program
Directors with formulating conclusions and recommendations for action utilizing management methodologies,

Worked alongside the Policy and Plans Chief to identify business options and resources, researching business
performance, and analyzing data to determine points of programmatic weaknesses. Successfully built new program
strategies through the creation of a Transition Plan and a Business Mapping Chart, and the first ever organizational
Modification of Agreement for the DoDCAF Facility. Developed, maintained and documented improvements to
efficiency, monitoring the implementation of federal policies, issuing memorandums and creating business maps in Visio to capture results.

concerns to clients, identifying issues, offering recommendations based on findings; and ushered in the implementation process.

Performed data manipulation for the Director using Excel by gathering information from various reports from 5
divisions (over 700 reports total) of the DoD CAF. Successfully interpreted and gathered data from the metrics
department into spreadsheets to draw conclusions for managerial action and strategy.

Single-handedly reviewed and analyzed procedures and operating policies to assess their effectiveness; provide
evaluations, research issues and write recommendations to effectively manage administrative operations and resolve
concerns. As a result of my findings, I was entrusted to independently implement new administrative directives and liaise between departmental end-users, technical analysts, information technology analysts, consultants and other
governmental organizations in the analysis, design, configuration, testing and maintenance of case management
systems to ensure optimal operational performance.

understood procedures for permanent records and for use in training materials for over 700 employees, reducing
errors by over 90% and ensuring compliance with governmental directives.

from WHS, DCMO, ODNI, OUSDI, and internal requests within the over 700 employee organization. Garnered the coveted Gap Solutions 2015 Employee of the year, recipient of DOD CAF Coin of Excellence received from SES
DoD CAF Director, Edward Fish.

processing tens of thousands of Defense security clearance applications within a year. A proven knowledge of policies and procedures that relate to the examination and adjudication of initial and periodic security clearance
investigations for service members, civilians and contractors in accordance National Intelligence Directive 704 and
709, the DoD Personnel Security Program 5200.02, Executive Orders 10450, 12333, 12968, and the White House
Memorandum "Adjudicative Guidelines for Determining Eligibility for Access to Classified Information."
Demonstrated comprehensive knowledge of requirements to meet the National Security standards for access to classified information. High level of knowledge in the use of governmental proprietary databases and tracking

scoping, making appropriate security clearance determinations based on the information.
? Managed strategies for handling all actions regarding outgoing requests for investigation, requests for additional

informed adjudicative decision, keeping within governmental standards.
